[Hunspell] Remove old spellcheck dictionaries

This patch removes the older versions of Hunspell spellcheck dictionaries. These
versions are no longer used and only take up space.

Add 'FLAG num' in tr.aff to fix a crash in heapcheck test

The heapcheck test crashes in SpellCheckTest.SpellCheckText when attempting to
load tr-TR-3-0.bdic file, because tr.aff is missing a 'FLAG num' directive.
Other tests do not crash. This change is to download the pull the dictionary
from a Google code website instead of a Firefox website. The new download
location includes the 'FLAG num' directive, which fixes the crash.

Update the Portuguese (Brazil) dictionary and adds a Serbian (Latin) dictionary.
This change updates the Portuguese (Brazil) dictionary with the one provided by <http://www.broffice.org/> and added a Serbian (Latin) dictionary provided by <http://openoffice.rs/dict-sr/>. (This change uses the language code "sh" instead of "sr-Latn" since Chrome has already used "sh" for Serbian (Latin).)

Update the en-US dictionary.

The dictionary is from wordlist.sourceforge.net, courtesy of Kevin Atkinson <kevina at gnu org>

Also add an en-CA dictionary from the same source.

Also add 'deniability' to the English dic_delta file. The dictionaries we use are not large enough to contain the word (as it is marked with low prevalency). I did not update the other English dictionaries (en-AU, en-GB) by re-generating the bdics because I'm not sure a single word is worth it.

Some spellcheck dictionary updates.

1. Copy en_US.dic_delta to en_AU and en_GB so they get the additional words as well (such as 'Google').
2. Generate new dics, call them version 1-2.
3. remove en-US.dic and en-US.aff (not sure why these exist alongside en_US.{aff,dic}. They are identical.)

Update French spellcheck dictionary to 3.7(modern).

It's downloaded from http://www.dicollecte.org/download.php?prj=fr
3.7 is the latest (updated on May 2, 2010).

The updated bdic file is being added to the download area in a separate (internal) CL. Once it's done, the version number in our source will be updated
in yet another CL (http://codereview.chromium.org/2824042 ).

While I'm at it, I removed fr_FR.bdic, which is redundant.
